| Fair Pay, Minimum Wage

This bill provides for a phasing out and ultimate elimination of the subminimum wage for persons with disabilities.

Beginning July 1, 2020, this law ensures that no state agency can employ someone to work for less than minimum wage under a special certificate for employees with disabilities. It stipulates that these special certificates can only be extended once for up to a year, and after July 31, 2023, no more special certificates can be issued to people with disabilities to work below the minimum wage.
