The bill prohibits a state contracting agency from entering into a public contract with a prospective contractor that does not have a policy and practice of preventing sexual harassment, sexual assault, and discrimination on the basis of race, color or ethnicity, national origin, sex, gender (including actual or perceived gender identity, sexual orientation, disability, age, marital status, or religion. The contracting agency must meet a number of requirements including prohibiting retaliation against those who experience, witness, or report alleged sexual harassment.
