SB 590 (Unemployment Insurance Code §§ 3301; 3302; 3303)

2025 | Leave, Paid Family Leave

STATUS: Enacted

Expands the definition of "designated person" under Section 3302 of the Unemployment Insurance Code to include members of a worker's chosen or extended family, allowing qualifying workers to receive Paid Family Leave benefits and partial wage replacement when caring for those individuals.

SB 590 expands eligibility to receive Paid Family Leave benefits (partial wage replacement) by adding “designated person” to the list of qualifying individuals a worker can receive Paid Family Leave benefits for. This creates a more equitable Paid Family Leave program – particularly for older adult, immigrant, and LGBTQ+ workers paid low wages.
