Protects survivors from debt collection for debts that were taken out in their names through coercion or fraud and provides for relief from repayment of such debts.

Creates civil liability for coercing someone to enter into debt and provides that debt collectors must, upon receipt from the debtor of adequate documentation and a sworn written statement that some or all of the debt being collected is coerced debt, cease collection activities until it completes a review. If a debtor establishes that a particular debt, or portion thereof, is coerced debt, this bill entitles that debtor to relief, including an injunction prohibiting the claimant from holding or the debtor personally liable for such debt and requiring the court to issue a judgment in favor of the claimant against any person who coerced the debtor into incurring the debt.
